That's the wrong way to look at accuracy. That's precision.

Accuracy is essentially how far you're allowed to be from the true time.
In the case of METAS, it's 5 seconds. In the case of Superlative, it's 2 seconds.

Precision is the spread of values..
A watch that is between 50 and 51 seconds fast every day is more precise than a watch that is between 0 and 3 seconds fast per day.
