This site is just reselling stuff from AliExpress. I recognize a lot of the pictures there from when I was buying things on Ali.
Probably not a scam, but search on AliExpress if you're actually trying to get good prices on this stuff. Lihua Hat makes decent products, of the ones I bought they had the best quality..

Hats are for autists who tend to have money. Don’t forget that everything on that site is also refundable to store credit only. Should be illegal in the EU and really anywhere IMO. I won’t buy from them because of that alone. I would probably buy a hat and keep it if I at least felt like I could return it and get my money back if I wanted to. Panamahatsdirect. Look at what they have in stock in your budget. You'll need to know your hat size and decide what style, brim length, ribbon and sweatband you want. Got an optimo with a very thin leather sweatband for rolling up so that I can take it on airflights for holidays to places where I'd actually need a straw hat.
Buy one and trash it to make it hobo style like in the op if you so wish because they start out classical.
