According to mikrolisk.de Singer was a brand of L.J. Grammatopoulo/Grammatopoulo Frères registered in Istanbul, Turkey in 1914. Probably upper scale jewellers who imported and sold Swiss watches under their own brand name.
Condition, I'd leave it as it is and keep it somewhere safe, it seems to be in a very nice original condition. Just don't wind it up unless you get it serviced by a professional watchmaker first. Winding a watch without lubrication is like running a car without oil, it's not good for the engine/movement. You can have the yellowed celluloid glass removed and changed by the watchmaker if you ever get it serviced, as it ages it can emit gases that causes certain metals like silver to oxidize faster, but the case and the hands look great so there's probably no issue with it. Yeah, you should probably leave the enamel dial alone.
