I got some used white's that are awesome but they're just a hair too big for me and it often leads to blisters around my heel since my foot slips around when I walk for extended periods of time. What is the best solution? I checked out some heel inserts on Amazon but they all look super cheap and poorly made. Are there any specific socks with extra cushion I should be looking at? Sometimes I wear a thin sock under my normal boot socks and that works fine, but then my feet get real sweaty.

I don't think it really matters if your main use for the boot is just a slightly more rugged replacement for a pair of sneakers. If you aren't going into the woods or working in water/dirty conditions, a tongue gusset doesn't do too much that Z-lacing wouldn't fix 90% of. If you are doing outdoorsy things then a decent sized tongue gusset is 100% necessary though.

And if it's suede or roughout you're looking at, try to find unsplit hides.

If you want a combination of full grain leather from Western/well known tanneries, made with a construction method that allows for resoling and a long life, and made in the West, you are looking at a bare minimum of like $400 or so.
Brands like Carmina/TLB/Allen Edmonds are not expensive, they are doing it literally as cheaply as it can possibly be done while ticking all the above boxes.
