A lot of 60's fashion is pretty timeless like you an still get mod style suits and stuff. you can literally copy what these people wore, maybe go to a high end thrift store or something. wear skinny ties and 60's style suits obviously, look mean, smoke cigarettes. maybe wear a open shirt with a more colorful suit style of the time and work on your attitude.

everytime you choose to put something on your body you're making a statement of sorts - are you trying to fit in or stand out, be yourself or someone else etc...

yes, this - now the point to remember is again context though, so while this old pic represents a guy just "being himself" to us looking at it 50 yrs later, back then he would have been subjected to the same ruleset outlined above to his peer group, could have easily been judged by others:
"why is sergei wearing such expensive clothes when we all know he only makes so much money ?" or more judgementally perhaps "why is rolf wearing that tacky plastic leather jacket trying to look like alain delon when everybody knows he's a fucking pussy..."
context matters but the beauty of fashion, it's trick, is that it can transcend such judgements if it's approached with conviction and determination - this is why actors always generally look authentic to the role they're playing, because they believe in their cosplay, aren't just trying it on.

Material choice. Hat on the right looks like it came from a specialty hat or leather shop. Left looks like the $15 kmart trilby bin. The fabric and leather is heavy and give the illusion of being worn regularly, Clothing on the right is thinner, colors are too matchy-matchy, and they look like they came off the rack. They're crisp, and not in a good way.
