How do I make a modelling portfolio? Do I need one in the year 2023?

Your portfolio is essentially a website, and the contents are photos (usually) from professional photographers.
Either A: hire a photographer/find someone you know to take your photos
B: Volunteer yourself to photography events/workshops.

be aware that the current modeling meta is "conventional beauty with a twist". that means positive canthal tilt, positive tilt eyebrows, straight nose or slightly upturned and not large, large eyes, no visible sclera above the iris, no receeding chin, etc. then add some kind of twist, like super bushy eyebrows, weirdly long face, vitiligo or whatever. if you don't have conventional beauty, forget it.

that's it. a lot of work by yourself is needed.
you can also sign up with some kind of emerging talent agency beforehand, that hosts the pictures for you and presents your portfolio. those "entry agencies" (not sure if they have a name in english) are dodgy and exploitative as fuck unless you find a good one, which is rare. even if they don't try to force you into anything, they might still hand out very restrictive contracts. so basically, it's all self-made or sheer luck.
