Not only them, all the big luxury brands follow the same model now, which has created a huge bubble on the grey market. Luckily it's slowly deflating, but as a consequence, it's not worthwhile to buy a used one right now. In short the market is currently fucked, the best option is to suck it up and put your name on the wait list, until the grey market prices become more sensible (about 20-30% over retail).

Outside of Rolex, Patek, and tiny independents with extremely limited production like FP Journe, no one else is doing this because demand is not high enough. It happens naturally when all the proles only want a Royal Oak 15202 or an Overseas or god forbid an Odysseus. And I would argue that FP Journe and Patek are not doing it intentionally, they just cannot make enough watches to meet demand. Rolex I'm not sure about.

You can get the vast majority of watches from an AD right now at a discount.
