I mean you're probably going to laugh at the answer but it is patriarchy. It cuts both ways. One of the ways patriarchy cuts against men is that is forces them into ridged social roles. A symptom of that is expressing your masculinity through fashion is much more narrowly defined because anything that deviates too much is considers feminine and when the feminine is translated to a man thats what "gay" is.

Clothing is about projecting identity. Male clothing protects wealth, power, and competence. Women do not need to drive value from those things, women have intrinsic value. So women's clothing is about social status and sexual attractiveness - either they are trying to attract a man or they have one and they are expressing the status they derive from their partner.

That's all there is to it. There's no point in men wearing revealing clothes because society doesn't value that in the first place.

As for if it's patriarchy to blame, yes. But don't make the mistake of confusing patriarchy with men. Women built the patriarchy too and are equally to blame. They wear clothes like that because they personally benefit from it.
