Feminine features are partially cultural, and this isn't me saying gender is a cultural construct, but what one culture finds feminine is not always going to translate to a different culture. Comparing gender qualities across cultures is a false equivalency and to say they are "considered" to have less feminine features says you live in echo chamber bubble and also are cherry picking your biases. For example, Latinos were way ahead of the curve where they liked big asses where white people seemingly didn't give a fuck until fairly recently, and you can see this change somewhere around 2010 because before women who were fetishized in the media had essentially no focus on ass, just tits and face, but there was a shift, which will tell you that feminine qualities not only differ culture to culture, but they also morph.
By and large women in general have very similar amounts of what are generally considered feminine traits similar to how men have similar amounts of generally considered masculine traits on average, but these traits in the modern era have a bias towards what we see in media. If you actually go outside and look at normal humans going about their day, you'll see a lot of scrawny, non-masculine men, and you'll see a lot of burly non-feminine women.
The reason Asian women do what they do in the modern era is due to western culture taking over worldwide due to America being the cultural superpower in the media, so there's internal pressure to look more American. Without media, Asian women would look entirely different and within their culture would still be considered feminine.
