go for a dress with thicker fabric + more texture. corduroy is nice for looks like these.
needs some color too. add some deep red (stay away from reds with warm undertones) or chocolate brown (maybe in the form of a belt/different bag)
accessorizes more. jewelry is easy and scarves are great this time of year
maybe change the tights. i don't like the opaque look with the boots, personally. you can always do the semi-sheer black nylons over nude opaque tights trick if it's too cold out
