The proportions do seem somewhat off, but only slightly. traditional mens' high waisted pants are meant to elongate legs, this is a very european/north american aesthetic choice. Africans for example will try and elongate the torso and shorten the legs as much as possible with their clothes.

Too much contrast between a shortened torso and the bright elongated pants, and the pants don't go with that shirt... at all.
