Can men wear tiny backpacks? Obviously not pic related because thats clearly a girl with a girl's backpack (maybe), but some kind of masculine or unisex backpack of this size.

Yes.
It will fit most if you ride a bike or dress like you are otherwise "sporty" because most "masculine" small backpacks either look military or neon-nylon outdoorsy.
You can also go the PUBG route and use a leg bag like picrel which could look more or less "interesting" with other things, and is certainly less dorky than a fannypack but less spine-destroying than a messenger bag.
The main reason your OP pic looks feminine is cause the straps are thin and the material looks like it's neither designed to protect anything important nor be particularly easy to access the contents.
