Have a wedding in 3 weeks and have no idea where to go.
I know Macy's used to have great deals but there seems to be nothing right now. Budget is $100-$300 tops.
Am considering h&m but I'm not sure if they have anything in store

eBay or thrift store if you're willing to educate yourself a little in order to spot good quality, then you can get it altered or alter it yourself. Definitely the cheapest option just requires time, something like h&m is just not a good idea, they most likely don't even use wool but cheap synthetics instead, so you'll most likely be sweating your balls off. In general cheap suits are almost always a terrible investment.

The suit you buy for 200 USD will look and feel ridiculous to a point that you might as well just show up in a t-shirt and jeans.

Don't buy a suit then. Anything under the $300-500 bracket isn't worth buying, it will look like shit.
Don't forget to plan another $100 for tailoring either.

In your situation you should either rent a suit or just show up in whatever clean nice looking slacks/chinos and shirt you have.

Take those 300$ and get a sportscoat/blazer to pair with some of the pants you already own instead of going out to buy a cheapo fastfashion suit that won't fit well and look cheap as fuck.

You do have at the very least some decent chinos or slacks, shirts, and leather shoes, right?
Because if you need shirts and shoes as well those 300$ won't be enough even for a fastfashion suit and you should just give up buying something entirely.

Thrift something dark and of decent quality. Make sure the shoulders are fine and it fits OK.

Bring it to a tailor. Pay him to do a good,
fast job on it. Bring in/let go pants sizes, length etc. Dart the waist, reduce padded shoulders, etc. Come out with a functional suit.

You can remove fabric but you can't add fabric unless the seam allowances are larger than normal

So if you're thin, it is easy to take in the sides or the inseam and then cut off the excess fabric.

But if you're large you can't really take a smaller garment and make it larger unless you inset panels of matching or contrasting fabric, depending on the look you want, you can make it look like a bustier or like stripes on a pant leg but it is risky and can look Do-It-Yourself/Homemade which is not bad if you're a hipster but it isn't an elegant or finished look for most people.
