Buy the cheapest and most durable cargo pants you can find (probably wranglers or dickies, 511 to be a tryhard).
Buy a shitton of cotton polo shirts (Mossimo are cheap and thick) in neutral colors.
Wear boots that are comfortable, hiking shoes, etc.
Get a golf jacket.
And there you go. It's called rugged casual and spooks love it. The rest is just variations of business attire. Really not much different from most government employees.

If you want to do it badly, have the short regulation haircut and be clean shaven. A rigid military posture that comes from years of cop/military training will be needed. No matter how they dress they will always stand out; they will feel uncomfortable out of uniform. Their mannerisms and speech will be forced, as they must be trained to act as "civilians". Clothing style will vary, depending on what situation they are trying to infiltrate. Commonly, they will avoid tight, skinny fit clothing, as it restricts movement in tactical situations. Pants will be roomy fit to allow movement. Shirts and jackets will be loose/baggy, to conceal weapons, radios, and other equipment. Reversible jackets and hats are used to change appearance rapidly. Sunglasses will be worn to conceal their eye movement. Oddly thick framed glasses can contain micro video cameras to record situations. Footwear differs on assignment. Any sort of tactical boot is a dead giveaway. Cheap Nike/adidas because cheap and good when pursuing on foot. In a more formal/business situation, look for cheap off the rack suits and cheap footwear. Cops don't make a lot of $$$, and it will show.
