High-waisted 1940s - 1950s pleated slacks don't look good on tall lanklets as they accentuate length of legs and lower body. To look good, a guy has to have some good muscle mass especially in torso and arms. Otherwise a scarecrow appearance can be the result.

Yes and no. It depends on that individual's proportions though.
I am 6'2" but my torso is long as fuck. I wear high waisted to make my legs appear longer and my torso shorter. Someone who is more leggy would probably not want really high waisted as it will make their legs seem even longer.
As with anything, it's about understanding your own body and dressing in a way that flatters your proportions. So many people on this board and in general focus too much on the pieces and not on their body.
