First you should let them grow out. Preferably to picrel lenght. If you have them like OP's picrel is, then its imperative to first let them grow.
If you have problems not chewing on them, put on see through nail paint or spicy seasoning on them so that they taste bad/burn your mouth. The habit will vanish soon.
If the white part is growing too big, cut the white part off by leaving like 10-5mm of white part visible only. NEVER CUT INTO THE PINK PART.

I FORGOT TO SAY ON THE OTHER POST, CUT THEM WHILE FOLLOWING ALONG THE SHAPE OF A HEALTHY NAIL!!

Once you grew them out and cut them to a healthy nail shape, buy a nail filer. My personal favorites are the ones with a sandpaper texture but there ate also metal ones. You can buy them at target or equivalent for like 5$.
After you cut your nails you can rub the filer on your nail on the areas you want to file down or even out

This is optional but highly recommended. Buy a see through nail polish and use it. They are mainly restorative and there are many that are infused with vitamins etc for restoring your nails and making them healthy. You can buy them on a general goods store for like 3$.

If cuticles are a problem for you, you can push back using this orher side/ function on your nail clipper. I advise you though be VERY CAREFUL because if you arent you can dig into the skin and itll bleed. I dont like doing this and i dont really recommend it, but if you find it worthwhile then be my guest
