In general higher waisted and pleated pants are very comfortable to wear and at the same time will make you look taller, just by the torso/legs ratio. It can also depend on your natural ratio. If you for example have a rather long torso, you can really benefit from those pants just by the looks. I say "higher" judging by what you are used to in todays fashion. Pic related is just too much though. Trousers that sit on your natural waist are ideal in terms of comfort. That also goes for when you actually sit down.

It really depends on your own body and according proportions. You can just buy a used dress pant and go to an adjustment tailor to experiment.

I was going to post exactly this, at least there's someone else who understands artwork of the time exaggerated proportions as an anesthetic choice, though I do think that's a bad idea when you're trying to show people what they're buying.
