I've been using tretinon .025% cream since October 2019 and I feel it hasn't done much for my skin. I'm mainly using it for anti-aging purposes however I was also under the impression it will minimize my pores as well as get rid of sebaceous filaments on my nose.

My skin got chapped a bit from the tretinoin use but eventually it got used to it and I use it every night. Will moving on to .05% or .1% do more for to get rid of sebaceous filaments and minimize my pores?

I don't think that's necessarily true, it's a little photoprotective on it's own. But maybe it oxidizing on your skin due to sunlight is bad for it. And AFAIK it also decreases melanin in your skin so it can increase sun sensitivity. Anything that has an exfoliating effect will increase your sun sensitivity. When applied with suncream it actually works together with it to provide more total protection than suncream on it's own + vitamin c on it's own. I don't know how that works but it sounds really interesting to me. And yes you should 100% be wearing broad spectrum SPF every day regardless.

I've never used proactiv but I've only heard bad things about them, that they're very harsh products. That is designed for everyday use but it looks quite harsh to me and has fragrance. The glyolic acid and benzyl peroxide are both good against acne but you could probably find a better product with those. The ordinary have a glycolic toner and I believe you can get bp from the pharmacy over the counter. I would do a lot of research before using bp though because you don't want to irritate your skin. If you want an acne-fighting cleanser then cerave salicylic cleanser looks good (I've never used that either though). Sorry, I'm no expert on acne. Definitely see a new dermatologist. Usually things work out a lot better if you trust your doctor. There could be a good reason she isn't putting you on isotretinoin, it would be helpful to have a second opinion to find out if there is. It seems very strange for her to think your acne is from eating sugar if she knows you don't eat sugar. And you really should not illegally take isotretinoin. You need to be monitored while you are on it with regular blood tests etc, and it can have serious effects on your mental health. You could try tretinoin though, although I would very strongly advise that you research it a lot and follow the guidelines (literally a pea size amount, start with the lowest strength, introduce it very slowly, wait for your skin to dry before applying it, apply it at night, apply strong SPF in the day, stay out of the sun. If you are female, don't get pregnant). Some people in these threads say you can skip the wait times, use a high strength and apply more frequently for faster/better results but unless you know your skin very well and know how you are tolerating tretinoin you can experience really horrible effects from doing that, which will set your progress back a lot. I applied it as per my doctor's recommendations and I still fucked my moisture barrier and got dermatitis that lasted 6 months and looked much worse than any acne I had ever experienced. You can always increase the frequency of application and strength later if you are tolerating it well, it's harder and takes a lot longer to undo the damage if you start too strong.
