Depends where in Europe, really.
In my experience, it's quite common in France, Italy and to an extent Spain, meds just generally try not to be too unkept when they can and tend to consider most occasions to be enough to put on a presentable face and not just go out in a wife-beater and sandals.
Dutch, Belgians and Germans are more all or nothing. They follow some kind of basic and very uniform "formal style" for work and any official occasion and don't give a shit the rest of the time.

It really depends.
I used to live in the north of Spain and there the people are not really stylish (mountain or confortable clothes are quite trendy).
In Andalucia on the other hand you can see people really like to dress up with brand shirts, loafers and so on.
