There's no reason why you can't exfoliate the body, but I don't really see a purpose in doing it often. They make body washes and soap that already have exfoliants in them. Cetaphil makes a light exfoliant that's good, but you don't wanna use that a lot or it will rub you raw.

There's a bunch of different chemical exfoliates you can try. If you're just starting out, Stridex pads come in different concentrations (maximum: 2%, essential: 1%, sensitive: .5%), are cheap, and can be found in pretty much any store. I'd start off by using it once every other day, then see how it goes from there. If you exfoliate too much it can dry out your skin.

I think so, set realistic expectations. Products will help a lot but there's times when your skin will do what it wants to do. I don't look like that picture 24/7, as I mentioned there's currently a couple giant blemishes on my forehead and that probably won't fully go away for another week
Dunno what you're already using but I'd say finding a gentle cleanser, exfoliator, moisturizer and SPF is a great start, followed by a product that targets your main concern. Scarring, acne, hyperpig, whatever it is.

This isn't water based, but if you're worried about clogging I'd say give Squalane a shot. I use the one from The Ordinary, heard good things about the one from Biossance.
Texture wise it feels like an oil but it's actually oil free (oil also doesn't necessarily mean it will clog you). Ordinary also carries a product called Hemi-Squalane which is even more lightweight than the standard Squalane. Optionally before applying Squalane you can also pair it with a lightweight hydration serum like Ordinary's Marine Hyaluronics.

Another option is Korean snail creams. I ignored them for years cause I thought it was a meme but I'm finally trying one and it's not too bad. Biggest hurdle is gonna be the texture, it feels like goop/slime which is not for everyone, I love the texture tho and it does absorb quickly. Also suitable for oily skin types. I haven't tried the ones from Mizon or Cosrx but they should be the easiest to find and I've heard positive reviews overall, especially for the latter

Also my current routine is;

Cold showers in the morning with just basic soap/shampoo.

Palmer's cocoa butter on my face when i get out.
hot shower followed by cold shower when I get home 10 hrs later. I use a benzol peroxide cleaner at night.

Before I go to bed I use garnier sugar scrub.
then more cocoa butter after cleaning so it doesn't dry out.

Also I use aztec clay mask x1 a week mixed with ACV for around 30-40 minutes.

My skin looks pretty good, but I'd like to go above and beyond.

eyes can be a little tricky, I was gonna say just use whatever hydrating product you're using on your face but cocoa butter might be a bit too heavy for the eye contour. but honestly if the rest of your face can handle it eyes should be fine, just do a small test patch before applying to the entire area

I think your regimen looks fine, if you wanna add in something else just for general skin health/appearance can't really go wrong with an antixoidant product. I'd look into a derivative Vitamin C product, since those are more gentle and suitable for people new to vit c. The problem is a lot of brands don't directly state if a product is a derivative or not

Vitamin C as a whole other rabbit hole in itself tho. For a good price I'd look into these Ordinary options
