There are certain elements in Baroque architecture that are based on advanced geometry. This is needed so that plans can be adequately translated to masons and craftsmen. Elaborated, curved facades, sophisticated domes and the likes. If there's curves, it's most likely Baroque, whereas classicist architecture derives inspiration from the RUINS of Greek architecture and is putting an emphasis on clean lines and horizontal features. The Brandenburg Gate for example was modelled after the first drawings of the ruins of the today world famous Parthenon - back then it wasn't reconstructed so people didn't know it had a gable, which is why the Brandenburg Gate is devout of this feature.

im not sure the timeline of the mexican building in question, so that would determine whether it was 'neo' anything. Mexican interations of this type of architecture is characterized by long strtches of flat and then densities of ornament and convolution - pretty idiosyncratic. Baroque, briefly, like many other types of 'unsettled' architecture is characterized by a refusal to let simple elements remain as such - something is always inserted into or upon them. 'Classical' is keeping to the accepted systems of things, without invention or deviation, regularities, less pushing. Neo is just someone trying to do it again.
