It would look better if this eagle wouldn't be just plain 2d, but if the anatomy of the eagle would to some degree correspond to your anatomy, so the eagly wouldn't look like a plain drawing on your body but rather like being merged with it and even moving with it.

Two things to consider:
1. It is visible on the wrist, consider not getting it there if you don't have a stable job yet or not in some art jobs.
2. Your shoulder/bicep is a so called "prime estate", if you place it there, you are limiting the options to continue later, also a bit more icky placement for that design. Following the muscles is harder I feel like with that design.

My brothers and I all have some variation of a tattoo that incorporates all three of us in there and family over everything in another language. This one is over my heart, my other brothers have it on their side and on their shoulderblade
