Where do you wear your pants? At the waist or at the hips?

Under my gigantic, bloated beerbelly.

At the waist, right at navel height. I dress in dress trousers and a sports coat most of the time.

Waist of course. Low-mid rise pants look comical and i'm tired of seeing it.

These labels are a bit off. Semi-formal is black tie, so it's the most formal ensemble on this list.

Semi-formal as described there is just informal. “Black tie optional” means that the dress code is black tie but the hosts won’t kick you out if you come with informal. Obviously you should come in black tie if you own the garments, so recommending a black tie and informal frankenstein is not good.
