it's called a baby harness

we put it on toddlers so we can hold them on leash, that way, they don't wander off as they learn how to walk

that specific bag is a stone island sling backpack that sat for ages because that color was unpopular

if you search around you could probably find similar ones but the other color ones are really expensive
