To be certified for this you have to go to an 8 hour seminar in my state where they make you watch an HR video and give you some wings for lunch. That's all the training I got and the rest is flying by the seat of your pants. I have been doing this for about 10 years though so I know what I'm doing.

I sift through all the HR issues and deal with them however I feel like. I also hate women to a certain extent. If it was up to me the guy showing bulge would be a victim and I'd make the lady attend the workplace misconduct seminar just to get a laugh.

To answer the original question: I really just use my intuition and ask people who viewed the incident. If it's something tangible or viewed by multiple people then it's a shoein. Like you or someone said earlier
