Low rise jeans became a thing when Alexander McQueen came out with a line of tight, butt-cleavage pants that received high praise and high criticism at the time and a whole lotta press. RTW brands caught in to this at the time and made low rise jeans mainstream.

It was a relatively short-lived trend that originated from the creation of a new sillouette. When someone creates a new sillouette it ends up showing up everywhere because it's not really done very often, at least not outside of haute couture.
