What would go well with this velvet blouse without making it look too much like a vampire? A skirt, a pair of shorts, what kind of pants perhaps?

This is for a party, not for daily life.

do you own a slip dress? preferably in a mid tone or light color.

Only way to make something like this work is to go full in on the style. The leather jeans in the third picture add to that. You should also opt for ruby gemstones and pale makeup with dark eyeliner for dramatic emaciated looking contours.

If you don't want to look TOO much like a vampire, you should wear black waxed jeans, heels and a second, white or cream blouse underneath. Avoid use of red, including in jewelery.

Perhaps dark/black shorts or a pencil skirt with a pair of patterned pantyhose that complement the shirt's pattern.
It's still gonna look a little trad goth-y, but I don't think that's necessarily a negative.

I wouldn't go with the leather pants by the way.

To be honest this one is not a bad reply, try to coordinate something around the style you're going for
