For example if you graduated from any respectable university you likely have a university tie that you are now privileged to wear. The same rule applies to sports clubs, colleges, gentlemen's clubs, regiment etc. Rugby shirts/blazers/cricket sweaters all originate from college sportswear attire and you should earn your privilege to wear them by becoming a member of one (or sometimes even by competing in varsity matches). The point he is making is that most of striped ties actually also have an underlying meaning and trust me it's really embarrassing to see someone who's confused when asked about its origin.

for what it's worth, some anon on fa recommend rugby shirts from The Columbiaknit Factory. I bought 3, at $68 each. They are more rough texture-wise compared to Gant/Polo Ralph Lauren but they are pretty good.
