As someone who's worked at both (reputable) charities and the government, I can tell you that with charities there is much, much more oversight and restriction when it comes to spending money compared to the government.

If I was a less scrupulous person, I could have easily cleared 10k+ in scam money in the ~6 months I spent in the government - and I was basically a low-level office drone. I don't even want to think about the amount of embezzlement that happens at the higher ranks.
