I'm 6'2 and I cuff my jeans. Though I'm not a retard who does those stupid thick 1.5-2" cuffs. I don't do it with all my jeans, just for certain ones for certain looks. When I do cuff them it still sits on the shoe with no ankle showing, so I don't have the shorter effect happen.
