yep it's a woggle, you can buy leather versions that have a push-button on the back so you can wrap them around. You also can just tie one yourself from either leather-lacing or a small piece of rope. I find that leather looks best.

However, if you wear one, you will always look like you're either a boyscout or someone larping to be a boyscout
