It would look, at the least, a bit oversized in parts of it, compared to typical suits worn by businesses, nowadays. 1990s style suits were still worn into the 2000s by many people who didn't buy new clothes for work, and probably a few people still wear their older clothes in this decade, as well. It might be perceived as either frumpy, out of fashion, or if you are confident, something fresh and ahead of the competition, compared to slim or slim-straight fit everything nowadays. I still have late 2000s pleated pants that I almost never wear, in my closet. Maybe I might reintroduce them, sporadically.

This is not a 90s suit, it's just oversized/baggy/drapy and to answer your question; I doubt anyone gives a shit specially when your avergae offide crone wears clothes from walmart and ross but this will only look good on you if you are tall and muscular, a normal guy wearing this would look like he got mistaken and bought a suit two sized too big

This is true, if you're smaller, you should wear stick to slimmer things. Double-breasted also only looks good on wider guys, regardless of decade.
