Get a medical checkup.
It could be malnutrition, which is really fucking bad. You don't want osteoporosis at 30, so you need to deal with that shit now.
It's perfectly possible to stay a low weight without being malnourished. If you want to stay at a low weight this should be your top priority.
Another option is to exercise more and gain some muscle, you'd probably look the same size, just more shapely at a bmi of, say 18, if you had more muscle. At least most girls do. That would make it easier to eat more too, without any effect on weight and considerable less fluctuations.
If you're malnourished your body is going to store whatever energy it gets, so just one or two days of eating more than normally will actually make you gain weight. If you're having this problem now, if you gain 1-2 kg after birthdays and have to diet it off then you need to do something about it. This is not good. And it's so unnecessary. ;_;

You could also be sick in some other way. Losing your period isn't a good sign. It could be a treatable medical issue, psychological problems, stress.

Seriously go visit your doctor about this.

Your doctor can't really make you do anything... My experience is that they ask you if you're trying to lose more weight, and as long as you say no, and ask how to fix the deficiencies they're super cool and just give advice like any other time.

You don't /need/ to gain weight to get enough nutrition, it's just that if you're a lower weight you have to be more stringent on eating healthy, and you certainly have no room for binge/fast cycles.

That being said there is a large difference between being at a bmi of 17 and 18, but again, if you keep your unhealthy behaviour you're not going to be healthy st any weight...
