You posted this a few months ago. You're fine the way you are, hair and skin. If you're not happy, consider a healthy lifestyle to see if your dark circles clear up. No need to fuck up healthy hair. Dark blonde would wash you out completely.

Dark circles would suit the look a lot, although they don't seem that bad from OP's pic.

Don't fuck with your hair. It's fine the way it is. I wouldn't advice a light color like a pink grey or blue because the color of your eyes doesnt compliment. If they were blue or green I'd advise it. However Blonde hair compliments any eye color and I personally find dark eyebrows more attractive with blonde hair. The issue is bleaching will destroy it.

Keep what you have.
