I've gotten by with wearing a ww2 Feuerwehr uniform with shoulder boards before. As long as they're not the gaudy officer's braid boards then you should be good.

I wear a tunic regularly. I'd say the only rules are that you can't wear it with sneakers or cargo shorts or graphic tees. Most people don't care.

Do NOT cut them off! You'd ruin it. At the most you could sew some stuff on it. i wear military jackets that have much more details than yours though they're not as rare as yours is.

I used to wear a Swiss officers jacket all the time like pic related and never had anyone say anything to me except an old Swiss dude who was on vacation and asked me if I was Swiss myself. People just thought it was a regular jacket.

I think if you dressed it down in jeans or khakis it would look good.
