I think it'd be best to recreate the original stacked leather sole. Julius boots from that era have a really distinct heel shape and it'd be a shame to lose that.
That said, there's nothing stopping you from putting a vibram half-sole + heel OVER the replacement sole to protect it. That way when you wore them down again all you'd have to swap out would be the protectors.

As far as I know you can't wear anything but issued boots in basic. That's how it was in the army anyway.
Afterward, during their job training or tech training, whatever the airforce calls theirs, you can start to wear personal boots.
They need to be in regs and a certain color, look up their uniform regulations. But i wore Rocky, Belleville and Nike boots in the army. The Nike ones were absolute trash though.

It's a whole cut back-zip boot. Unfortunately you won't have much luck finding similar for cheap.
The design itself is fairly niche, and a lot of the aesthetic appeal comes from the quality of the leather.
Your best bet if you want that design will be to look for a secondhand pair or go for something like the last conspiracy which cost 1/2 the price new.

Yeah snug over the top of your foot. I'd recommend trying them on as they fit very big so going down a size or even a size and a half is probably best. Some people say iron rangers look like clown shoes because of the toe box, but they fit my long narrow feet and wide toes perfectly. Try on a few pairs if you can.
