jeans and chinos are on the same tier. they are casual everyday wear. the only difference is the social class you belong to. low class/working class wear jeans exclusively, and therefore see chinos as formal, or dress-up. middle and upper classes see them as equals, and wear them whenever they want, in informal situations. As has been said before, chinos can "break-in" and be just as comfortable as any pair of jeans. it's all in your preconceived perception of what they are, and how they should be worn.
