How old is your brother?
Maybe you could make his look more sophisticated by getting him a light grey/heather hoodie. A little off-black clothing may add little contrast to the look.

get him a gift card to a store he likes. clothes are pretty personal items and nobody wants to wear something they dont like out of politeness. also nobody likes when a gift they bought gets returned because it wasnt so much what the receiver liked.
