pretty much. basically anyone who is into techwear that won't admit that they do it to fulfill a fantasy of looking like someone out of a scifi/cyberpunk world is lying. As someone who's been following this shit for years, I can say that the style is just as dependent on form as it is function. You can look like an oblivious hiker dad and still be techwear by definition, or you can cover yourself with basic, traditional garments that have sicc scifi/glitch graphics BUT with maybe an added DWR coating and call it techwear as well. You'll understand the style the more you lurk. As someone who branched out to /fa/ after frequenting /g/ as well, I can say there's a lot of cool ideas that might mesh well with your two interests, but the bottom line is you need to have some pretty decent disposable income to get into the style. If you do, you've already won. Just at least try to get garments that have use cases and functions that you actually need in your life.
