I'd say to wear thigh highs, try not to pair it with things that look schoolgirlish or skimpy. Like anything too tight or too short, or shows off your cleavage, pleated skirts, uniform blazers, etc.

To what to actually where with it, I'd say good peices that show off the structure of not only the garment itself, but also your figure. That and slightly dressier shoes, like maybe a good pair of ankle boots, or low heels. Also, monochrome color schemes seem to work a bit better since thigh highs can make you look cut off proportionally.

Also keep an eye out for unnecessary details like lace and frills or ribbons on thigh highs, they tend to make things look a bit on the cheap side.

I have about the same stats, so I'd say wear anything that creates an hourglass silhouette. Like make sure your waist is defined, if you're wearing a dress or pants. You can do this by using a belt, or tucking in your shirt into high waisted pants, or watching your proportions (look online to see what body type you have, this will make this easier). Softer muted colors tend to work well, and focusing on details like shoes, makeup, hair and accessories. You don't have to wear heels and jewerly 24/7, but even so much as a nice scarf and some cute flats can really help. That and simple but not overdone makeup, and hair that suits your face and hairtype will help any outfit. Plus fit is always important. Wearing clothes too oversized can hide your figure and look a bit androgenous, so try to find things that are closer fitting, but not overly tight.
