Why the fuck do 50%+ of guys form 14-25 dress like autists daily? Is this a "core" of some sort? This and the guys that tuck polos into khaki shorts make up 99% of university white guys, how do we stop this?

You have described 95% of that age demographic in 'Murika. They have no taste. They have no style. They have no sense of esthetics. They are totally unaware of much of anything around them. They wear whatever mommy buys them, because it's all they know. They wouldn't have a clue how to dress themselves properly, even if supplied with appropriate garments. Sad thing is, they have no aspiration to make any change. They are happy living in their pre-packaged existence, without having to think for themselves. They have been trained from birth to become the unthinking clones and drones of the future.
