In order to appeal to trapfags. There's always at least one token crossdresser in cartoons nowadays and all the female characters' outfits are designed to make him look less out of place. Maybe in like 2007 that look might have been primarily worn by chicks but it's very much a trapfag look now.

As traps become more and more prevalent in cartoons since the late 2000s and as trannies consume more and more cartoons we're reaching a point where trannies and cartoons (both animated series and freelance drawn porn) feed off of each other into a neverending feedback loop of mutual inspiration to create an aesthetic which trannies insist is "feminine" when in reality it's got fuckall to do with what women look like.

Stockings are feminine retard they are used to accentuate the legs. Just like the oversized sweater is a misguided attempt to accentuate the shoulders.
