That's a good question. I think the look works on the fellow in the pictures, and he most likely is into girls, but in America, looking like that outside of certain settings (big city, college, Hollywood, etc) will most likely get one to be perceived as effeminate, or just very boyish/young. There are American women interested in young, slender looking guys, too, but they by large seem to favor more typically robust masculine types. The guy in the OP has looks that I tend to associate with J-Pop and K-Pop.

There's Japan, but there's also South Korea, and possibly Taiwan and other parts of East Asia where particularly many young guys look like that.
