Well, this certainly may be a part of it. However, while the first drag queens were largely white and were appropriating the hypersexualized imagery of Vegas showgirls, drag and ball culture spread to non-white groups who started wearing whatever they wanted as a way to say they weren't those things largely because they put on the trappings in a ball or drag setting and not on the street. Of course, once trans individuals started performing drag, they made the jump to normalizing the costume.

I think the difference might be that no one is trying to normalize racial stereotypes except racist and unknowing people. It's not about the performer's empowerment.

I think the other issue is that race is often a bit more than normalized performance. So is sex, don't misunderstand me, but a lot of what makes our genders legible is, and that's what drag tries to point out.

It's about culture, not genetics. White men influence white female culture and fashion implicitly and vice versa. Obviously there is music, clothing, etc. that is considered masculine or feminine, but that is always within the context of how a single culture distinguishes between men and women. A certain cultural phenomenon could be masculine in one culture, feminine in another, and gender neutral in a third. But the masculine and feminine elements of one culture are fundamentally inseparable because they are defined in opposition to each other. It is impossible to participate in white male culture without implicit participation in white female culture.

I think you got to what I was failing to think through here. Drag is transgressive because it fucks with the dominant culture. It's transgression is what makes it acceptable to people trying to push against the dominant culture. Conversely, a costume of a racial stereotype isn't transgressive because racial stereotypes are still part of the dominant culture. I think the phrase "punching down" might apply here.

Now, what this would mean is that you could totally get called out for certain types of drag performances; and you could conceivably make a strong case for using certain racial stereotypes while in drag (a black man wearing blackface, for instance).
