Chesterfields go to the 19th century. You can find different styles if you are ready to look around. Also "doesn't protect the neck" means you should wear a scarf, with overcoats. Get a bridge or duffle coat if that's a problem

You can flip it up, but you can't fasten it, at least with the one I have. It actually has a zip-in liner that closes the front and the neck. It looks nice enough, I guess people actually like the deep neck, why else would there be so many coats like that. But there are precious few options for coats that don't need a scarf, or have silly workarounds like that. Same thing with the length. My coat has just the length where sitting is awkward both when I bunch it up and when I try to keep it under the legs. A coat could go well below the knee without causing problems, but coats nowadays mostly cover just half the thighs.
