Single straps are generally nicer with suits imo (more plain, strap often hidden by pants) whereas double are easier to pull off in a more casual context. Both are nice casual or formal though

Not really, they're a bastard item. They're more formal than a derby/blucher but less so than an oxford.

Likewise, the double buckle is more complex than the single and thus tends to be even less formal, but still more formal than the derby/blucher.

So, what you have is a shoe that really isn't business formal, but also a bitch to dress down without looking pretentious. I have no idea why people wear them.
