I sometimes walk past a place in new york where a whole bunch of chicks dressed like this are lined up waiting to get inside. I always assumed it was either an anime fan club or creepy sex dungeon. Perhaps this is what you've been looking for?

I don't know what it's called, but I'll look for the name the next time I walk past. It's somewhere in the east village if you want to look for yourself.
