It's about looking intentional when you're short. A top that rests on the hips when it shouldn't doesn't look good, a skirt that sits on the knee when it should be above doesn't look good.

I sometimes see elongated blocks of colour being recommended for short women in magazines but I think that depends a lot on the length. A straight shift dress that sits mid thigh looks fine, a straight shift dress that sits on the knee will swamp a short woman.
Whereas a dress with a defined waist sitting on the natural waist line (or slightly above if long torsoed) will look fine in a longer length and won't swamp in the same way.

We're talking about balancing your porpootions (using your body type) to adhere to a sillouette that you want.
Body type is defined by fat distribution and bone structure, not arbitrary mean. Its important to know your body type help with porportion (paying attention to the cut of your clothing) , and it doesn't change whether your short or tall.
For example: lets say you're a 5'1 apple body. An apple has broad shoulders, wide torso, thin legs, arms and hips; they tend to gain weight around their waistline. To adhere to an hourglass sillouette, an apple's goal is to draw attention away from your waist and more towards your bust and legs by staying away from overly clingy materials and waistlines that emphasize where their weight lies . When it comes to clothing, a 5'1 girl would shop in the petite section (unless they want an oversized style) , because petite sizes are for women 5'4 and under.

I used the hourglass sillouette on an apple as an example on using porportions to work with the goal of a sillouette. Theres a bunch of different sillouettes one can use to look 'effay'. An apple body would literally shine in rick owens because he doesnt use an hourglass sillouette. An apple would also shine in adhering to a triangle sillouette.
You bring up exercising, and while that can work to emphasize a portion of your body, it does not counteract body type. It does not automatically change your porportions (bone structure, fat distribution).

Yes and then push some fat and plastic back in the right places with plastic surgery for the real freak show effect. Face it, humans vary in shapes as a result of their race, genetics, youth and living conditions. You will never become the fastest swimmer or best proportioned bodybuilder or most crane like model just by having low body fat and training the correct muscles. You can certainly attain an attractive silhouette by being fit but this idea that every one can look just like they want is they just try hard enough is just as stupid and harmful as the idea that people are disgusting fatties or hungry skeletons purely because of their genetics. Look at your body, identify its strength and weaknesses, improve but ultimately accept if you're an amazon, fae, midget, petite, thick, etc.
