What's much more likely, is fashion publications (see Vogue), luxury boutique stores, events happening in cities (see London, Paris, LA, New York) all contribute to expose up and coming designers. Raf and Rick were already very well established in all of these areas in 2008. They'd literally been showing decades worth of fashion shows in major cities which were being featured in major magazines.
