Military surplus is a good cheap way to get some water resistant clothing, it's all good to incorporate. Check out Outliers new pants or some cargo pants in Triple Aught Design.

You can get Gore Winstopper or Gore-Tex Pac Lite which are a bit cheaper.

I have a full gore-tex set up for my snowboard gear. One day it was nonstop/slush raining and everyone in my group was drenched and off the mountain by 12pm. I stayed on the whole day and was completely dry (except for gloves).

It's 100% worth it and not a meme.

I've realized pulling off a good techwear fit means there is a lot of things going on with your jacket, bag strap, pants.

This is really what makes or breaks it, how many pockets, dangling straps, and cargo pouches you can fit in. Plain pants and outershells with minimal pockets don't really pull off the 'look'.

yeah I'd do it on a shirt or something from ebay they can go between $45-$80 so not a crazy wallet sore if it does mess it up.
I do not know if a blow dryer gets hot enough,maybe for long periods of time? The heat may also effect the synthetic fibers though.
this all may not work on something like y-3 where the logo might just be part of the weave,it would require trial and error.

Techwear isn't one monolithic style controlled by all black-ninja-strap-octopi, it's actually a conglomeration of multiple influences and styles.

Even your dad wearing 5.11 can be considered techy. Tech is just a way to describe both an aesthetic and a utility in clothes brought on by technical fabrics and production of clothes.

There's about six sub-genres of techwear, including Techninja, Gray-man, Sport, Milspo, Casual, and Outdoorsy. Each has their own look and ways of utilising technical aspects.

The minimalist look you're thinking of is Gray-man and is not very common in these threads or on IG because most people associate tech with tech ninjas and the majority of high-quality tech inspo photos are of techninjas. That is not to say that gray-men don't exist, look at Arc'teryx Veilance and Mission Workshop as gray-man brands, and the likes of William Gibson for inspo

i have these in all black. they don't go well with jeans for me. it just does not fit together very well. black ones are mostly fine though. i prefer them with joggers so you can put the pants inside without it looking stupid. with this colorway you will be fine with any white/grey/black joggers. and good luck with the lacing, apparently my legs/feet are weirdly shaped and it took quite a while to make them look good.

I can't help but feel like this a kind of cosplay. You are trying to emulate a late 80'ies vision of the future. In my mind it's like wearing a fishbowl and those Jetsons antennae. You eschew the actualities of fashion in order to play-pretend living in a world of streetninjas and mindhackers during your everyday life.

A black hard shell is exactly that, a black hard shell (usually made of goretex or neoshell, some 3 layer membrane material either way) but for starting out going all black everything might not be the best idea

nah i'm gonna stay cause it's interesting. Of course i don't think it's literally cosplay, but there is certainly an element of dressing up. Maybe a comparison to the steampunk or neopunk crowd is more apt. I get that this is only really glaring in the more "hammed up" photos, but a lot of these companies seem to use exactly that for their promotion. basically i think it seems like everybody is trying to look like videogame concept art.

feel free to elucidate me on the core tenets of the movement or to show some more subtle everyday examples.

I like the thing he has going on here. It's not too overt, but you can definitely notice that something is going on. You could walk past him on the street without noticing, but sitting down with him, you'd notice.
